Why is throttling not responding in neutral gear?

Hello, guys!
The technician needs to measure my vehicle emissions at different engine speeds. But there is a problem... The throttle doesn't respond when the car is in N gear. What is the reason for this?
 
Oh, I was surprised to learn that modern vehicles still have to go thru tailpipe emission tests! I thought those were just for the old-school rides. Back when we had emissions testing, it was all about plugging into the OBD port and waiting for that quick pass or fail. Guess it varies depending on where you live huh, maybe your area has different protocols or what?
